Strong servers run scheduled meets, themed events, mini-game contests, and scavenger hunts on a weekly calendar. Check the server's Discord events tab — if there's nothing on the calendar this week, expect an empty city when you join.
Most freeroam servers expect basic etiquette even without strict rules. No ramming at car meets, no shooting players who clearly want to stay neutral, don't grief organised events. Servers that don't enforce this lose their event-runners fast, which kills the activity pipeline. Treat the city like a public park — most people are there to do their own thing without being interrupted.
