Open-world freeroam servers and events.
GTA 6 freeroam servers exist to let players roam free in the open world. There are no compulsory jobs, no character commitments, no applications to get in. Players spawn, do what they like, then log off when finished. Sessions can be races, stunt jams, spontaneous RP — players are free to improvise. The best freeroam servers schedule events to generate activity, but day-to-day play is intentionally loose.
Freeroam is GTA 6's quickest route into multiplayer. Skip the backstory, rules quiz and probation period. The tradeoff is that freeroam only remains entertaining if the server is running events or has a strong regular community. Empty freeroam servers are basically singleplayer with a worse frame rate. Seek out servers that host weekly events — car meets, stunt jams, scavenger hunts, racing brackets — and you'll find steady activity.

Successful servers schedule regular meets, themed events, mini-game competitions, scavenger hunts, and other activities. Look in the server's Discord events tab. If you don't see any events planned on their calendar this week, you'll likely find yourself alone in the city when you join.
Most freeroam servers expect basic etiquette regardless of rules or lack thereof. Don't ram players at car meets. Don't shoot players who clearly want to stay neutral. Don't grief organised events. Servers that allow this will find themselves without event-runners quickly, which kills the activity pipeline. Respect the city as if it were your local public park. Most people are there to live their life without disturbance.

It depends. Freeroam servers that allow mods typically have an approved mod list to avoid visual clutter. Strict servers often limit cars to vanilla only for consistent performance and game balancing.
Between 30 and upwards of 200 players, depending on the server. More players isn't always better - a server running at 60 players that has active events can feel more populated than one at 200 with everyone running in different directions.
